Bicycle Regulations

Riding
a bicycle on the sidewalk within the Nebraska City business district
is prohibited. Every person operating a bicycle upon any street
or public way must ride as near to the curb on the right hand side
of the roadway as practicable, exercising care when passing any
vehicle.
Persons
riding bicycles upon a street or roadway shall not ride more than
two abreast, except on paths or parts of the roadway set aside
for the exclusive use of bicycles.
It is unlawful
for more than one person to ride on a bicycle unless it is constructed
to carry the number of passengers being conveyed. In no event
shall any person be carried on a bicycle in front of the operator.
It is unlawful
for any person riding a bicycle to carry any package, bundle or
article which prevents the rider from keeping both hands on the
handle bars.
Before the
issuance of a registration certificate and number for a bicycle,
the applicant must pay a fee of $.50. All fees collected will
be deposited by the city clerk-treasurer for the benefit of the
police fund.
The police
department is authorized and directed to issue registration certificates
for bicycles upon the owners who comply with the required provisions
and pay the fee. Bicycles must be registered annually.
It is unlawful
for any person to operate a bicycle on any street or public way
within the city without having the proper registration number.
The police
department is directed to inspect each bicycle before registration
and shall refuse to issue a registration certificate for any bicycle
found to be in an unsafe mechanical condition. The police department
is also authorized to keep a record of all fees collected for
the issuance of registration certificates, which will include
the date of issuance, the person it was issued to and the manufacturer’s
serial number of the bicycle frame.
Any operator
of a bicycle emerging from an alley, driveway or building is required
upon approaching a sidewalk or the sidewalk area extending across
any alley way, to yield right-of-way to all pedestrians approaching.
It is unlawful
for any person to park a bicycle upon a roadway, sidewalk or other
public way in a manner that it would interfere with the safety
or movement of vehicular or pedestrian traffic. Bicycles
parked in authorized areas should be four feet from the curb.
No person
riding a bicycle is allowed to take hold of or hold onto any vehicle
while it is in motion.
Bicyclists who violate any of the city codes regarding
use of a bicycle will be subject to a misdemeanor charge.
