Nebraska City follows a commission form of government consisting of five elected officials including: the mayor who shall be commissioner of public affairs and public safety; one councilman to be the commissioner of the department of streets, public improvements and public property; one councilman to be the commissioner of the department of public accounts and finances; one councilman to be the commissioner of the department of public works; and one councilman to be the commissioner of the department of parks and recreation.

The council meets at 6 p.m. every first and third Monday of every month at the Nebraska City City Hall at 1409 Central Ave.

If the day fixed for any regular meeting of the council falls upon a day designated as a legal city holiday, the meeting shall be held the same hour on the next succeeding day which is not a holiday.

Special meetings may be called from time to time by the mayor or by two councilmen by filing a written call with the city clerk and no other business shall be transacted at such special meeting unless all members are present and consent thereto.

On the receipt of the call, the city clerk shall forthwith notify or direct the chief of police to notify the councilmen not signing the call of the special meeting, stating the time of meeting and its purpose.

The term of the mayor and councilmen shall commence the first regular meeting in December following the general municipal election in November and shall extend for a term of four years.

Each council member, before entering upon the duties of his or her office, shall be required to give bond to the city, with two or more good and sufficient sureties or some responsible surety company; if by two sureties, they shall each justify that he or she is worth at least $10,000 over and above all debts and exemptions.

Such bonds shall be in the sum of $5,000 and shall be conditioned for the faithful discharge of the duties of the council member giving the same and shall be further conditioned that if the said council member shall vote for an expenditure or appropriation of money or creation of any liability in excess of the amount allowed by law, such council member and the sureties signing said bond, shall be liable.

In the event that the mayor is temporarily unable to perform his or her duties or takes a temporary absence, the superintendent of the department of accounts and finances shall be the vice-president of the council.

A quorum of three council members must be present at a meeting for any transaction of business to take place. In the  event a quorum is not present for any meeting of the city council, the meeting may be adjourned from day to day until attendance of members may be completed.

The council follows Robert’s Rules of Order, Newly Revised and copyrighted in 1981 as published by Scott, Foresman and Co.

The city council, upon taking office, shall possess and exercise by itself, or through such methods as it may provide, all executive, legislative or judicial powers and duties as may be allowed by state law.

The city council members are currently Mayor Jo Dee Adelung, Parks Commissioner Haeven Pedersen, Finance Commissioner Mark Mercer, Public Works Commissioner Erv Friesen and Street Commissioner Dean Handy.
Scott Bovick serves as city administrator for Nebraska City. William Davis serves as the official legal counsel. Linda Secord is the city clerk/treasurer.
